The Minister of Culture of the Republic of Adygea took part in the ninth meeting of the working group of the State Council of the Russian Federation in the direction of "Culture"

On August 5, in the mode of videoconferencing, the ninth meeting of the working group of the State Council of the Russian Federation in the direction of "Culture" took place. The meeting was chaired by the head of the working group, the Governor of the Samara region Dmitry Azarov and the assistant to the President of the Russian Federation, Secretary of the State Council Igor Levitin.
The meeting was also attended by the Minister of Culture of the Russian Federation Olga Lyubimova, Deputy Minister of Culture of the Russian Federation Olga Yarilova, representatives of federal and regional departments in charge of cultural issues. The Republic of Adygea was represented by the Minister of Culture of the Republic of Adygea Yuri Autlev, First Deputy Minister Olga Gavshina and Deputy Minister of Culture Aminat Soobtsokova.
During the meeting, proposals were discussed on making adjustments to the indicators of the national project "Culture" in accordance with the Decree of the President of the Russian Federation on national development goals for the period up to 2030. The ministers of culture of the regions, artists, representatives of the Accounts Chamber and the Public Chamber of the Russian Federation voiced their proposals.
Aide to the President of the Russian Federation, Secretary of the State Council Igor Levitin addressed the meeting participants with an opening speech. During his speech, he recalled that one of the tasks of the national project "Culture" is to expand opportunities for self-realization and development of talents. Among the target indicators are the creation of conditions for the upbringing of a harmoniously developed, socially responsible personality based on the spiritual and moral values of the peoples of Russia, historical and national cultural traditions, as well as an increase in the number of visits to cultural events three times compared to 2019.
“The goals are, of course, ambitious,” stressed the Presidential Aide. “And here you and I need to take into account that interest in culture is growing, and during the pandemic, the possibilities of digital resources and especially popular online platforms appeared.”
Igor Levitin also noted that the proposals formed by the working group should be worked out with the Government of the Russian Federation and submitted a report to the President of Russia by October 30.
The Minister of Culture of the Russian Federation Olga Lyubimova drew the attention of the meeting participants to the fact that the department is already working on adjusting the methodology for calculating target indicators. She also proposed, in addition to the existing indicators, to include in the methodology a comprehensive indicator that would take into account not only the number of visits by Russians to events that are held directly within the walls of cultural institutions, but also the attendance of online activities, as well as mass cultural events that now remain uncovered.
“We are used to seeing and counting visitors directly in institutions. But several months, which have passed with restrictions, have demonstrated the potential of the information cultural space, so in the new indicator we will take into account all the events that are held by cultural institutions online. Additionally, we include attendance at public events that are held outside the auditoriums. Last year alone, within the framework of the national project, we supported more than a hundred projects of non-profit organizations, 90% of them were massive celebrations that took place at the regional and national level. Thus, we propose to assess as broadly as possible the involvement of citizens in the cultural life of the country, ”noted Olga Lyubimova.
The head of the working group, Dmitry Azarov, recalled that the Presidential Decree of July 21 defines national goals and targets for the decade ahead. And the primary task of the working group is to develop specific proposals for adjusting the national project "Culture".
“Now we have to use this chance that we have in order to expand the range of opportunities for the development of people's talents, to clearly define the digital content of the industry to achieve the goals of the national project,” said Dmitry Azarov.
During the meeting, the ministers of culture of the Tula region, the republics of Tatarstan and Bashkortostan, and the Altai Territory made reports. In particular, they talked about more targeted work with target groups, expanding the opportunities for online projects in the field of culture, as well as options for stimulating those who often visit theaters, museums, concerts, libraries. All the ideas voiced are taken to work.
In conclusion, Igor Levitin drew the attention of all participants of the meeting that the task of expanding opportunities for self-realization and development of talents is being addressed not only by the State Council's working group on culture, but also by groups on education and science, and youth policy.
“The leaders of the working groups need to think about how to work together, because you are very seriously interconnected,” said Igor Levitin.
Dmitry Azarov noted that the working groups are in constant contact and even implement joint projects. He recalled that at one of the working groups in the direction of "Culture" they discussed the relationship between the improvement of public spaces and their cultural code. Several cases, Dmitry Azarov noted, are already being implemented in the regions.
“We are in the closest cooperation. And we will deepen it, realizing that synergy is born at the junction of national projects, ”said Dmitry Azarov, head of the State Council's working group on culture.
